Could the local council introduce a Ollie Hulbert tax for every resident, maybe we could raise enough to keep him?!

Tell me though, what's the difference between and 18 year old from a L2 club and a 19 year old striker from a PL club? Why does one score for fun and the other not at all? Surely they're the wrong way round?
